State Body



We have grown up and so has our Association with 3.30pm meeting every  5th of the  month  in Hotel Paragon Palace , Solan, for Solan District and I am sure rest of the districts and sub units are convening such meetings  at convenience.

2 years back 5th May 2017, we had 3rd General Conference at Solan, when Sh. Rajeev Sehjal Hon’ble Minister for  Social Justice and Empowerment,    was our chief guest. Subsequent to that we had Executive Committee meeting at Bilaspur (5/3/2017), Poanta (16/9/2017), Parwanoo (7/3/2018), Nurpur (23/9/2018) and Ghumarwin (24/3/2019). Though these were termed Executive Committee meetings but had  full   strength  of 100+ and ambience of  almost General Body meeting which all were very well-organized with participation from almost all the affiliated District Units. Pensioner colleagues from all corners of the state and even from outside viz. Chandigarh, Delhi attended these meetings. There had been open, free & fare expression - providing an opportunity for a get together, knowing each other’s well-being, meeting our  old friends, colleagues who may be from any rank and are now on one platform i.e. we are all the respected pensioners and senior citizens.

We also have queries about the issues concerning income tax, medical reimbursement, state vis-a-vis HPSEBL orders and clarifications, latest benefits being afforded to us. These had though been short meetings as far as the time spent is concerned but is an overall opportunity to meet Hon’ble and hardworking General Secretary Sh. P.L. Gupta ji and our Joint Secretary Sh. J.P. Sharma ji who keep themselves abreast about the issues and appraise the august gatherings. I have found that the host units are voluntarily coming forward to undertake the responsibility of managing these meetings despite the finances involved in organization, which I think is the offset by the benefits narrated above. We had agreed and I had announced in Nurpur meeting a grant of Rs. 10,000/- , to  host unit

We had a  meeting with Sh. Tarun Kapoor, IAS,  Additional Chief Secretary cum Chairman, HPSEBL on 28/9/18 at Shimla, minutes of which have been circulated.

 I am sure our routine issues, be these financial or otherwise are being satisfactorily disposed of/dealt by the HPSEBL.

We also had the interaction session from 27/9/18 to 17/10/18 at various circle headquarters with the Director( Finance), Chief Accounts Officer and their team, who took this initiative on our request. These meetings had been quite fruitful.

Your association is doing social works also. We provided an AQUA GUARD in DC Office which is  now named “Apna Ghar” at Solan, provided benches in nearby Schools etc. etc.

May be at other places also, but I must mention and I appreciate the involvement of our Solan distt. Unit in “Annpurna” for at least one day in a month whereby lunch is served to the attendants of the patients in Distt. Hospital Solan. Now with the help of other agencies dinner is also provided along with the needed beddings. Daily expenditure is to the tune of Rs. 3000 to 4000 for lunch. This has received immense response from not only the pensioners but also the general public. I request other district units also to participate in similar activities. This provides us a platform to serve community and have peace of mind.

We must at all occasions  take up the issue of providing adequate, safe and useable pedestrian paths for not only senior citizens but for general public.

I wish all fellow pensioners who are indisposed a speedy recovery and become able to attend normal dignified life style befitting senior citizens / pensioners.

I remember our late Khan Sahib and his untiring persuasive working founded on which is our present-day association. We must learn many things from the past.

I condole departure of all Nobel souls who have left for their heavenly abode. We lost Sh. Lekh Raj Parmar, one of our very active and wise colleague. He was an asset to the association. We used to bank upon his advice. May God rest all departed soul in peace in Heaven. We must take care of needs  -official or non-official requirements, of their left behind families.

I must congratulate the “Souvenir Committee” and other associated colleagues for having toiled and brought out this souvenir, which is result of their unstinted sincere support for the purpose. They have spent quality time for this.

I am also grateful to Himachal Pradesh Govt. and all advertisers for their support making this conference a success.

Friends, the recommendations of 7th pay commission are already accepted by GoI and its adoption by Punjab and Himachal Govt. is awaited and every one of us will get the pensions revised and get arrears. As we had done in past, kindly contribute 1% of arrears to the association for better functioning.

There is only oneway to avoid criticism - do nothing ,  say nothing  and be nothing, I have tried my best to be religiously non-political and concentrate only on welfare activities of the fellow pensioners and the family pensioners. Any shortcomings on my part are regretted.

I am grateful to the pensioners friends for tolerating me for 11 long years. Times change and so should we. I request induction of new faces in the Executive and relieve me of my duties from the association.
